Annotation Types

Annotations can be used for different purposes (e.g. corrections, agreement, disagreement, voting, etc.) Should a fixed set or open ended set of annotation types developed?
Open Ended Set
An open ended set of annotation types has the characteristic that it can evolve over time. A disadvantage is that client browsers can not as easily select on the annotation type for highlighting or elimination purposes.

Fixed Set
A well chosen fixed set can potentially make the annotation system easier to use. The following sets have been proposed:
Untyped Response
An untyped response avoids the entire issue. This is used by HyperNews

Agree/Disagree
This strategy is used by WIT

What other ones have been missed?
The fairly obvious compromise is to provide for an open ended set of types, but specify a carefully chosen initial set.
