This is just one of many annotation system issues.

Scalability/Latency

Public annotations have some serious scalability and latency issues. It is easy to design an annotation system that has wonderful informational properties but takes so long to fetch all of the information most people find it unusable.

The Web itself already has some serious scalability and latency problems without the introduction of annotations. It is important to keep the Web scaling and latency problems separate from any additional scalability and latency problems that are introduced by annotations.

It is quite likely that a solution that is quite workable for group annotations will not scale up to full public annotations.

NNTP is always brought of as a system that has scaled well over time. Will NNTP continue to work as the network continues to grow by another one or two orders of magnitude? Can it be used to help out with annotations?

Scalability/Latency is a big issue that will require a lot of careful design to deal with.
