This is just one of many
annotation system issues.
Moderation
Moderation is the issue of deciding who can do
what to the original document and its corresponding
annotations.
When can the the original document be annotated?
The following possibilities come to mind:

At will

The original document author has no say in
whether the original document is annotated.
Mosaic personal annotations are of this
variety.

By Solicitation

The original document can only be annotated
if the document author makes it available;
otherwise, no annotations.
Who can remove an annotation? The following
possibilities come to mind:

Nobody

The annotation is permanent and immutable.

The original document owner.

There would be document to annotate if the
original document owner did not make it
available on a server. So maybe it is
reasonable ideal to give the document owner
some extra privileges when it comes to
annotations. Conversely, it might not be
a good idea to allow the original document
owner to remove all critical annotations.

The annotation owner

Since they wrote the annotation in the first
place, it might be a good idea to let them
remove it if they change their mind.

A moderator
-
An independent agent might decide whether or
not a particular annotation is worth retaining.
What are we going to do about `Web Spamming', the
attachment of gratuitous annotations to documents?
What else is missing?
