Deployment

In general, the fewer modifications needed to support annotations, the easier it will be to deploy such a system.

No Modifications: Some solutions can be done entirely with HTML 2.0 forms and no other modifications.
Server Modifications: There are not that many servers implemented presently.
Client Modifications: The number of clients is growing rapidly. Convincing them all to implement a modification to support annotations is going to be challenging.
Proxy Servers: Proxy servers are still not widely deployed. However, the CERN proxy is looking quite good these days.
New Protocols: It is possible to introduce a new protocol to address some of the scalability issues associated with public annotations.
