Authoring

How is the annotation created and edited?
Plain Text
The annotations can be kept in plain text form. This is what E-mail and Net News support. The current HTML 2.0 Forms support easily provides for plain text entry.

HTML
The use can be asked to type the annotation in HTML. Again, the current HTML 2.0 Forms support allows users that know HTML to type it in directly. Many will consider this to be user unfriendly.

Client Editor
An HTML editor can be built into a client (e.g. Mosaic, Lynx.)

Editor of User's Choice
A mechanism is provided that allows the user to specify their favorite HTML editor (e.g. EMACS, Frame, Interleaf, etc.)
What other authoring issues are missing?
